You open WMM and click Import video or just drop the AVI file in WMM. But make sure you can play it in your Windows Media Player before. Because if you don't have sound or image, you will need to install additional codecs like K-Light Codecs Pack (free).

Clip Extractor can download your videos. Even the free version can do it. An AVI file will playback fine on your PC (you will perhaps need to install additional codecs, if not yet. K-Light Codecs pack - free - will allow you to play any video format). You can then edit these movies in Windows Movie Maker or other editing software products.

It's a downloader, it can't upload anything to YouTube. But technically you should be able to do this. Though YouTube might be able to prevent this somehow...

Make sure you're using the latest version of Clip Extractor (can be downloaded from Clip Extractor website). If it doesn't help, use the contact form on Clip Extractor website and submit the link to the support service telling that it's not working. If it isn't indeed, it should be fixed the same day.

There are two stages: downloading and conversion. Downloading speed depends on your connection, and the conversion speed depends on your CPU. 15 min might be OK.
