because submarines are built completely different from this car. submarines are mostly made out of alloyed steel or titanium which the car is not. subs have pressure hulls as well as tons of other things that allow it to go underwater not to mention the design of the shape of subs. by the time you make all the the equipment required to go underwater then you might as well just put wheels on a personal sub

if it had a roof then the car would essentially have a giant air bubble at the top of the car and make it extremely difficult to get underwater. and even if you could get it underwater with that giant air bubble, the open air and the people inside would die due to the compression
