He should disconnect the battery after the engine is started. The way I imagine it happens, is that he uses electricity to separate the H2 & O2 and then the engine burns it...but why would you bother to separate it when you could just use the electricity in the first place? In order to be the invention he wants it to be, it will need to be able to run without the constant input from the battery. If it can't, then you don't need the whole extra step of separating and combusting the fuel.

What this guy has likely done is to simply have fuel in the tank already, the water will have a higher specific gravity than the gasoline so it will sink to the bottom of the fuel tank leaving the gas on top. Then the 'inventer' fits a fuel tube with a float on the top so it skims the top of the tank where the gasoline is. Just ask him to empty the entire tank of any liquid and then fill it with water. Its an illusion folks, aka a scam.
