I live here in Moscow and I can tell you these guys are almost certainly NOT drunk (actually drink driving in Moscow is severely dealt-with by the traffic police (well it costs a lot anyway)). The problem is that drivers here simply don't look where they're going and drive way too fast. I have been driving here for a year - its scary
