it is not so important wich style. i have some movies from sugino lineage around 1930. it is much faster than the sugino style nowadays.sugino style is good for only sugino. there is nobody as good in the otake style as otake himself. this is because they are one with the sword. and being so, they created a unique way of moving. at first a student must copy these moves. later it is important to creat youre unique style. it takes about 30 years of training, but only if you train daily.

I see you now state that it is now Sugino-ha. But it seems to look much more like Sugawara or Otake's line of TSKSR...
