Paige and Phoebe aren't jumping through time. They are jumping through Piper and Leo's memories. They used as spell in their therapy session. It kinda backfired and now every Piper/Leo event that happened in the Halliwell manor, Phoebe, Paige, Zachary and Cat are norw reliving.

in this episode the girls were jumping through time. The warlock(Quinto) was trying to kill the cat because it was the girls' familiar. Without their familiar they would have never been able to come into their powers so well. By going into the past to kill the cat(familiar) he weakens them. The red headed woman is the cat in the present in her human form. I remember this episode. I got the whole series. It was cheesy, but a good series. lasted eight seasons.
