During the training process, officers are trained not to hit in certain areas. Head shoits are not allowed. If the suspect is not cuffed and is squirming around and the officer is commited in a lawful strike and the suspect ends up getting hit in the head, it is the suspect's fault by resisting. If an officer intentionally strikes someone in the head, the officer is subject to disciplinary actions by IA and or the DAs office.

So it's cool to hit a guy in the head with a baton (a potentially lethal tactic) after he's face down on the ground and handcuffed? If you think that you are sorely misinformed. This guy had to get multiple sets of stitches from this beating, including where they hit him in the head. I work with the severely mentally ill and am trained in restraining techniques. Belief me, this was wholly unnecessary. I've never had to beat someone on the head to get them pinned. It's inhumane.

Prosecuted IF they stepped out of bounds with SJPD use of force policy. I'm not saying their perfect....but if it a question between officer safety and someone getting roughed up....I'd rather the officers go home at the end of their shift.

Look, let me inform you the way things work with Police Use of Force Policies. In the performance of an officer's duties, the level of force to be used is that amount which will overcome resistance. It can be escalated to include deadly force depending on the situation. If Police grapple you to a prone position, it is because they want you there. Not all tactics are kind and gentle and they aren't designed that way for a reason.

The guy was Vietnamese and his English wasn't perfect so he kept rolling over (back and forth) because he didn't get what the officers wanted him to do. The officers then felt like whacking the crap out of him because he didn't get it. They are supposed to use the least force necessary to restrain someone... and they hit him after he was face down with the cuffs on.

I'm totally against police brutality. Most of the cops are mentally impaired if you ask what I think about them. These cops MUST BE prosecuted and punished to the fullest extend of the law.
