I don't know the context of the story, the length of this video is not enough to make a fare judgement, But from the short video this looks like a buch of people running scared from a psycho cop, I don't see any agresion coming form the crowd, they just run, so I can not say it is a riot. But I can see the cop hitting a man in the head with his gun, that is nuts! he could have acidentally shot the guy in the head! That is agains any police training! guns shoot accidentally all the time!
