Ok for those who have problem with it on vista, download dx8vb.dll and paste it to Windows/system folder, and then run the hack as admin.

search on google for how to work gta san andreas cam hack on vista. i did it, you have to download some files that are in the windows xp but not in windows vista. they've forgot a lot of files in windows vista, that's why there are a lot of incompatibilities with old software like this
