Some of these people do have insurance.... but not everybody can afford it. I know elderly people downtown who don't drink, smoke, play lottery, or watch nascar. They can't afford insurance and would be helpless if it wasn't for the strong community.When most of Cedar Rapids flood plain was evacuated, the river was estimated to rise to about 22-24 feet... it crested over 31 feet. There was no way they could have expected that serious of a flood.Backbone you're just an assfuck

Actually, not everyone can get flood insurance. Sometimes they won't insure people in some areas. Also, LadyBarbossa is right, tough to make a living and then pay for insurance that you may never need. Also, it's like a 18 year old taking out a life insurance policy. Chances are he won't need it until he's in his 70's. We don't get many 1 in 500+ year floods.
