This works because of a catalyst which helps split the water with lower energy. The trouble is, the catalyst shrinks with use. The water simply delivers the hydrogen, the catalyst is what gets used up. This isn't free power.

The technology of this vehicle itself is not amazing. Actually, it's extremely primitive and badly designed. The Japanese in this video have developed a Hydrogen powered battery and for some reason added it to the worst electric car in the world.
