You can't. If you do Pedestrian Riot cheat, then you can't do Madd Dogg(mission) because Madd Dogg will jump down instantly.

The presence of the Jet-Pack San Andreas is like the Gravity Gun in Half Life 2.They both aren't what make the game great but they add an extra element to the gameplay and are excellent fun.
