Any dance has the capability to be improvised. Granted something like ballet is more of a performance dance then a social dance. But remember, the reason you see most dancing as choreographed is because you are seeing a performance. Most if not all dances are rooted in improvisation.

I can't remember the name of the step, but I remember being taught it as a 1920s Charleston step rather than a specifically Lindy Hop step.
