Either I don't get the joke, or it isn't very funny. Before MS Windows came about, CTRL+ALT+DEL used to mean "instant system reboot" so you would use it to reboot the machine when something went wrong (Microsoft or otherwise). Windows changed it to bring up the Task Manager instead. In this role, its use doesn't mean Microsoft software is crap, which I presume it what the joke is about. It's just a handy keyboard shortcut to the Task Manager (or whatever it's called these days).
