He's supposed to have that shield out. Instead he acts like a tough guy without it, showing it only when he learns there's a camera. This allows us to read the # of a Bronx cop who feels the rules don't apply to him.He get's shot because the guy didn't see a shield but he does see a gun. Sometimes the sgt can't make it right.
