The fact that the bully USA imposes a near total embargo might have something to do with it... Punishment and payback for daring to get rid of the brutal and corrupt dictator Batista. If they handed Cuba $3 Billion a year like they do with Israel you might see shortages fade out somewhat.

all they are doing is making thick fluid that will not seap around the seals of a master cylinder thus building up compression, alcohol is not that compressible, neither is water, the problem is that water boils at a relatively low temp, alcohol does as well but a bit higher when compressed, the shampoo and sugar do nothing but make it thicker . . . it works, but probably about 20% the efficiency of brake fluid, you could use water as well, just wound work until things got hot . . .
