As a 911 operator you have to stay detached from the emotion of the episode. She knew there was little hope for this woman and the rest on that floor and she did her best to keep her talking and thinking. Asking questions to the caller when they're that frantic is a way to keep them focused. They weren't stupid questions, it was an excellent tactic.

As professionals in the service both police and fire we are taught the exact things that this dispatcher had to do. You cannot tell people that they are about to die and that they are right to panic. In most cases people are safer if they calm down, slow their breathing and wait to be rescued. Most of the time, they Will be rescued.
