well lol clearly no one can assume they did, its too controversial, but if they did, i would assume it would be convenient - it allows the US to initiate 'pre-emptive attacks' - effectively giving them the power to invade another country on the basis that they believe they pose a threat (i.e, the US invaded Iraq on the basis that they could have nuclear weapons and thus pose a threat, which of course they didnt). Also, oil is in the middle east, etc.
